For example Chong Kwee-sung, whose case was referred to us by your predecessor and who is still, despite our best efforts, being held in Zhengzhou, Henan. has effectively been kidnapped by the PSB. We do not get involved in straightforward criminal cases. In disasters like the Nanjing aircrash or Peking cable car incident we always do what we can.

I realise that dealing with cases involving HK residents can be time consuming and tiresome. But we are grateful for your efforts and hope you will be able to continue to take them up as and when they occur. We often receive enquiries from family members, the press, and in "political" cases pressure from Human Rights Groups. If in doubt about an individual case, please contact the Political Adviser's Office or Immigration Department (the Assistant Director dealing with consular type matters is C. B. Chan on 829 3839). As you say, ascertaining that the people concerned are in fact HK residents is a good first step! If you can get ID card numbers, addresses or other particulars so much the better.
