MEMORANDUM
1.
This memorandum elaborates
on certain
matters to be discussed at a meeting with the
Private Secretary to the Prime Minister relating to
the situation of human rights in China and Hong
Kong.
2.
Present at the meeting will be:
1)
Lau Shan-ching
who was released in
December 1991 after serving a ten year
sentence
for
"counter-revolutionary
propaganda" in China;
