Mr. Philip Baker made two suggestions:

that we should take action on a Community-wide basis to ban the import of goods made in Chinese forced labour camps. Since the Chinese prison population was about 10 million, this would have quite a significant effect on the Chinese economy. He gave me a tape of some American television programmes which have identified which goods are made by forced labour. I will pass on the tape when I have watched it.
he hoped that, despite the setback at the recent meeting, the Sub Commission on Human Rights could take up again the question of human rights in China. He thought it would be most productive to take up particular aspects of Chinese human rights abuse. I explained why the recent draft resolution had failed.
The first of Mr. Baker's ideas strikes me as one we should follow up.
