I attach a speaking note for Mr Goodlad's use this afternoon.
Also attached is a fax received today from Mr Parry's office
about the visit to China after which the group were due to go on to Hong Kong. This is a pretty inflammatory document. It is quite
clear that the group he was with was determined on provocation. We
do not know how they obtained their Chinese visas or whether they
had any
sponsors there. (It is quite possible that they went in individually on visitors' visas).
