PRESS SECRETARY

Under the present press arrangements in Hong Kong, the Governor does not have any full time personal press spokesman or adviser located at Government House.

Present Position

There are three main elements in the

Hong Kong Government's press information organisation:

The Government Information Services (GIS) are responsible

The

for the presentation of Government policies (dissemination of Government information, press enquires, press conferences, news summaries and other publications). GIS provides information officers in all the main government departments and branches.

The Information Co-ordinator, who works in the

Chief Secretary's office, has overall policy responsibility

for the Government's relations with the media. The Information Co-ordinator keeps close tabs on the policy making process (eg he sees ExCo papers) and advises senior members of HKG on the presentation of policy.

A

The Public Affairs Adviser, also working in the

Chief Secretary's office, is a recent addition. His role is to advise the government on strategies aimed at promoting Hong Kong as an international and financial business centre. In accordance with this business slant, the first PAA (John Elliot) was previously a journalist on the FT.
