is bound to excite people. But we do need the Governor's views on the practicality of some of the ideas and on likely Hong Kong reactions. If Ministers have no objection, I propose to discuss them on a strictly personal basis with
Lord Wilson and, separately, with Mr Galsworthy when I am in Hong Kong in mid-March. I would discuss only posts, not
people.

The paper is rather long. The heart of it is paragraph 10, which sets out the pros and cons of three
options:-
(a)
no change to the present support staff;
(b)
an enhanced Private Office;
(c)

a new Diplomatic Adviser's Office
The question of a Press Adviser is dealt with in
paragraph 13.
