I attach a paper on this question which is a combined.
effort by Mr Ricketts, Mr Burns and myself.
2.
It is simply a piece of contingency planning. Its purpose is to clear minds about the kind of support staff who might be required from the Diplomatic Service for a new Governor. If the general lines are approved, the
Administration will be able to begin thinking about how the possible demands might be met. Then, if we are required to move quickly after an election, we shall be in a better position to respond.
