Lord Caithness found this a useful paper (Sir John Coles' minute of 18 February). He comments that much depends on what role we want the new Governor to play. Lord Caithness sees the arguments in favour of a Diplomatic Adviser, but cautions that this would need careful handling in Hong Kong. He comments that we also need to have the right staffing both here and in Hong Kong to see that the UK's interests are fully protected in the transition.
