Support Staff for new Governor of Hong Kong
The Secretary of State was grateful for your minute and paper of 18 February. He has also seen the minute of 19 February from PS/Lord Caithness.
The Secretary of State thinks that what has been done so far is useful work. He agrees with you that the paper should not be sent to Hong Kong. He also agrees that it would be useful for you to talk privately to the Governor in March, as long as it is clear to him that he is not in any sense being consulted about future arrangements: the new Governor will not want his support team to be subject to haggling, or clearance, by Hong Kong before he starts work in the Colony.
