Liaison Group team to Hong Kong Government civil servants
at all levels on which the Governor must keep an eye.

The above is a brief sketch of some of the main
responsibilities of the Governor. In carrying them out a knowledge of Hong Kong - both its unique administrative
structure and its personalities is an immense asset.
Experience of running a very large organisation, or the ability to do so, is also important. With a predominantly Chinese local society (despite the superficial Westernisation of its more prominent members), and a pervasive China dimension which will become stronger over the next few years, knowledge of
China is a great benefit. An ability to read and speak
Chinese is not essential for day-to-day business; but it
is a great advantage.
