I attach two telegrams I sent to Hong Kong and Hong Kong's reply, which has just arrived.

Unfortunately, I have meetings until late tonight and then leave for Washington early tomorrow for the rest of the week. I regret, therefore, that I shall not be able to give Hong Kong's reply my attention until I return.

However, I imagine that Mr Patten will want Mr Dinham to receive some communication before very long. I suggest that, if Mr Patten is content with paragraph 1(b) of Hong Kong's telegram (you will need to compare the Hong Kong terms of service in Sterling terms with Mr Dinham's present terms) the package could be put to Mr Dinham as we agreed earlier.

Hong Kong's telegram, which seems generally sensible to me, does raise a number of other issues on which I should like to have a chance to advise Mr Patten. If this could await my return, I should be grateful.
