The HK Commercial Daily however said the British Government had made a lame duck of the HK Governor by its sudden announcement on Sir David's retirement. This would cause confusion in the running of the HK Government and was a totally irresponsible move. The paper in particular lashed out at the FCO for not releasing this piece of Laportant news until approached by the media. The paper believed Sir David would not be able to keep command of the Government as effectively as in the past in the coming months with political uncertainties hanging over the Governor post.
