DAYA BAY

Many papers and ATV-W reported in wide coverage the Electrical and Mechanical Services Department had set up an integrated working group by 15 engineers with different expertise to cope with the contingency plan at the Daya Bay Nuclear Power Plant, quoting the Deputy Director of the department, Kwok Ping-kei. It was noted that the plan would be put into effect should HK be affected by accidents at the N-plant. He revealed that the S for S was now negotiating with the Chinese authorities in an attempt to get more information about the Daya Bay Nuclear Power Plant, so that the Government could then be able to monitor the assessment and data to be provided by the plant.

BAUHINIA

A commentary by Jiang Haizong in the January issue of the Bauhinia Monthly magazine said that there should be adjustment to HK's political system during the transition to the run up of 1997. However, the adjustments should be gradual and prudent, and be made in observance with the Basic Law. The writer accused some HK people of trying to drastically change the political system in the territory after the Legco direct elections last September. They did not only attempt to change HK's political system, but also once and again requested the Chinese side to revise the Basic Law so as to increase the Legco seats in 1995. These people had tried to change the advisory nature of Legco to the Governor in an attempt in putting it above the Government. The writer warned that such move would give rise to a danger that HK's system would not be in line with the Basic Law and that it would undermine the British administration in HK.

UNATTENDED CHILDREN

Four women organisations's representatives yesterday petitioned Omelco expressing their strong opposition to a Government plan to make it a crime for parents to leave their children unattended at home, the media reported in wide coverage. They claimed that they had conducted a survey to 600 parents and half of them were against the idea of the proposal. They suggested the Government open more low-class child care facilities.
