Views on the proposal were mixed. The better educated and both-off respondents tended to accept the proposal. The majority of the men in the street however raised objection to the proposal. Although the amount involved seemed to be small, they tended to see it as the first of a series of similar proposals to Government was trying to find new ways to collect revenue to pay for the new airport. Even for those who tended to accept the proposal urged the Government to undertake that the additional revenue SO yielded would be used solely for the purpose of sewage disposal.

Views were also mixed from respondents in the industrial Some of them found the proposal acceptable in principle, but would suggest that profit, not cost of operation, should be taken as the basis to calcuate the charge. Some respondents, felt that some industries would at any rate have to produce large quantity of liquid waste. They feared that the charges on them would be so high that they would be driven out of business. This would be unfair as these industries had also contributed to Hong Kong's economic growth in the past.
