Outgoing Governor of Hong Kong
At the Secretary of State's request, I spoke to Lord Wilson on the telephone today, 21 May, to offer a largish dinner in the fourth week of July. We fixed on Tuesday 21 July, with spouses.
You will want to think about a guest list. I think it might be best to show it to the Secretary of State and Mrs Hurd first and then ask the Governor to comment on it. I told him that we would be in touch with a guest list in due
course.
The arrangement I made with the Governor was firm and should serve as an answer to Hong Kong telno 1245 to you.
I did not mention to the Governor the possibility of a second, smaller occasion. The Secretary of State will not pursue this for the moment. It should not, please, be mentioned at all to Hong Kong.
