MESSAGE FROM THE SECRETARY OF STATE ON LORD WILSON'S
RETIREMENT
1. Lord Wilson leaves Hong Kong on retirement on 3 July.
2.
I submit a valedictory telegram from the Secretary of
State. I have made this more personal and fulsome than the normal pro-forma message. I also suggest that if Number 10 agree, the Prime Minister's name might be invoked in the
message.
3. The message should be transmitted on Thursday 2 July. It might be easiest if the telegram were returned to me for despatch. I will submit a separate message from the PUS.
