We are a small successful British Company who specialise in providing air transport for refugees from Hong Kong to Vietnam. As you are aware the UK through the EEC funds part of this operation.
Our company through competitive worlwide tendering has won a number of contracts which we have fulfilled at lower cost than foreign competitors, earning money for Britain and saving the customer an average of US$100 per head. Were we to be used solely on the programme we estimate a saving of around US $6 million. As a small UK company we have broken the cartel operated by over the last three years by two Carriers.
You will appreciate the fierce nature of worlwide competition for this work. We have established a foothold, but seek your urgent assistance to support our new initiative (i.e. to operate more flights with smaller aircraft more frequently, saving the EEC and ultimately the government of the UK more money), by you /your Minister of State or the Foreign Office endorsing our proposal. In order to bring about the necessary price reduction to swing the business away from the competitiors to Vietnam Airlines (whom we are utilising on the programme) we have had to guarantee a minimum number of flight namely 24 over a three month period. (We have so far operated two flights including the 100th flight for April and have three flights scheduled for May 1992). We have to complete 24 flights by the end of July 1992. This target is quite realistic provided we have the backing of the British and Hong Kong Authorities.
Any assistance you can provide us in reaching this goal will be very much appreciated. This office has worked twenty four hours a day over the last few months in trying to win this contract.
We would be most grateful if you could grant us an appointment to discuss this matter in more detail in the near future. We look forward to a very positive and early reply to support our request outlined above.
