Dear Mrs Mills,

Thank you for your letter of 24 April to Mr Patten, enclosing one from Miss Zhu Wen Jing. I have been asked to reply.

I understand that Miss Zhu Wen Jing would like to study in the UK. In order to do so she should, in the first instance apply for an Entry Certificate at our Embassy in Peking. Each application is usually considered on its merits. I am taking this opportunity to enclose an application form which can be posted to the Embassy, and some leaflets giving further guidance on our immigration rules.

You also mention compensation for Japanese Comfort Girls. I have noted your concerns but this is strictly a matter for the Japanese Government to decide.

You also mentioned pensions for Hong Kong-based ex- servicemen. Under the British War Pensions Scheme pensions are payable for disablement or death due to service in Her Majesty's Forces. There are no provisions for pensions payable solely in respect of war or peacetime service. I understand from the Department of Social Security that there are no plans to change this.

Finally, you mentioned animal rights. The British Government is concerned for the welfare of all animals, especially endangered species. We play an active role in the Convention of International Trade in Endangered Species (CITES) to prevent those concerned becoming extinct. other less threatened animals we make the British Government's and people's, general concern known to Governments and often authorities at every appropriate opportunity.
