Government House is located between Upper Albert and Lower Albert Roads on Hong Kong Island. The building was originally constructed in 1855 but was extensively altered by the Japanese in 1944, and therefore displays a mixture of Colonial and Japanese architecture. It is sited within its own grounds which also contain various outbuildings. A tunnel, built during the Second World War, runs north from below the basement to an exit in Lower Albert Road.

It has four storeys plus a tower. The Governor's Study, PA's and General offices are located on the Ground floor, and the Communications Centre is sited in the basement. The rest of the building is given over to the Governor's living area,

staff quarters, kitchens and other facilities.

Hong

The TSD Technical Security Officer attached to the Kong Government has an office within the Communications Centre and, in addition to his other duties, carries out regular radio frequency monitoring within Government The Communications Centre and the Governor's Study are protected by separate Mk 5888 intruder detector systems installed by TSD. The grounds are patrolled on a 24 hour basis by members of the Hong Kong Police Force.

The Threat

The

Soviet Union was never officially represented in Hong Kong and since the break-up of that country into separate sovereign states this has continued to be the case. At present the only country of the FSU (former Soviet Union) likely to be carrying out espionage activities overseas is Russia and its foreign intelligence service, the SVR, would find Hong Kong a hostile operating environment without the back-up of an official mission of some kind. The threat of a technical attack from this source is assessed as VERY LOW.
