HOUSING SUBSIDY (DOUBLE RENT) POLICY
Line to Take
The policy is fair. and reasonable. Double rent payers are in the top one third of income earners.
Unreasonable for better off tenants to receive the same
level of subsidy as less well off tenants. Households paying double rent are, on average, only paying about 5%/% of their incomes in rent.
HA will raise an additional $400 million in 1992/93 from this policy. That money will be ploughed back
into
the overall
public housing programme. 60% of the community support continued implementation of the policy.
