The term 'Senior Officers' may be defined locally but would
normally include Heads of Departments and above. In the
case of other officers:

immediate permission will normally be granted;
Governors will have discretion to withhold per-
mission for up to 2 years in exceptional circum-
stances.
The policy in the case of Governors remains as set out in
the Despatch of 25 May 1972, ie, save in exceptional cir-
cumstances, approval will be withheld for up to 2 years
from date of final departure from the territory.
3 I should be grateful if the new arrangements could be
brought to the notice of all officers, serving and recently
retired, whom it may concern.
4 I am addressing identical Despatches to the Governors
of the British Virgin Islands, the Cayman Islands, Gibraltar,
Hong Kong, Montserrat, St Helena, and the Turks and Caicos
Islands, and to the Civil Commissioner, Falkland Islands.
