7. I turn now to the position of other public officers.
informed that in all the remaining Dependent Territories (except
Bahamas and Bermuda) the Superannuation or equivalent Ordinance
makes provision, the effect of which is to oblige retiring officers
to obtain the written permission of the Governor if, on retirement,
they wish to take up certain business appointments in or connected
with the territory in which they are serving. The usual form of
provision further permits the suspension of pension payment in the
case of officers accepting such appointments in or outside the
territory in which they served without having obtained that permis-
sion.
8. I do not wish to suggest any variation in the existing standard
provision in pensions legislation. I consider that the legislation
as it now stands provides an adequate and necessary safeguard against
malpractices or embarrassment detrimental to the public interest.
There is however one change which I should wish to introduce in
the interest of ensuring consistency in the treatment of all public
officers, I am advised that generally speaking no limit is imposed
on the period during which retired officers are subject to the
statutory requirement to obtain the written permission of the
Governor before accepting appointments covered by these provisions.
Without prejudice to this requirement I propose that as a matter
of administrative practice permission should not normally be given
to an officer within two years of the date of his final departure
from the territory or his retirement whichever may be the earlier
