1. I have the honour to refer to Mr Harcourt (subsequently Viscount Harcourt)'s Circular Despatches of 15 March and low
28 July 1913 which set out the policy concerning the acceptance
of outside appointments after retirement by Governors and other
senior officers.
2. The rules on this matter have recently been reviewed in
the light of present day circumstances and also of the arrange-
ments which apply to retiring senior members of Her Majesty's
Diplomatic Service. I have concluded that while the public
interest requires the maintenance of safeguards in these fields
broadly along existing lines, certain changes in the present
arrangements are desirable. Accordingly, the following arrange-
ments are being introduced with immediate effect. They fall under
two heads, firstly retiring Governors, and secondly retiring
members of the public service whose original appointment required
the approval of the Secretary of State under Colonial Regulations.
3. The arrangements which will apply in the case of retiring
Governors are as follows. A Governor should not, after retirement
from the Service, accept an appointment or engage in any wayin a
business whose operations are concerned with any Dependent Terri-
tory in which he has served as Governor until he has first ohteinad.
