Lady Howe has been Chairman of the BOC Foundation for the Environment since 1990. She is on the Board of Business in the Community, serves as a member of its East London Partnership and chairs their 'Opportunity 2000' initiative. Lady Howe chaired the Hansard Society's Commission which resulted in the publication "Women at the Top" in 1990. 1992 she was co-author with Susan McRae of the PSI booklet "Women on the Board".

Lady Howe is currently a Non-Executive Director of Kingfisher Plc, United Biscuits Holdings Plc and Legal & General Group. She is President of the Federation of Recruitment and Employment Services, and a Council member of NACRO. Lady Howe is also President of the Peckham Settlement and of the Women's Gas Federation. She is a Governor of the London School of Economics and of James Allen's Girls' School, a member of the Council of St George's House Windsor, and on the Court of Advisors of St Paul's Cathedral. In 1992 Lady Howe became a Governor of the Westminster Foundation for Democracy.

Currently Lady Howe is chairing the Commission set up by the Archbishops of Canterbury and York enquiring into the future role and management of Church of England Cathedrals. She has just finished chairing a joint Local Government Management Board and Trade Union inquiry into residential care which published its report "The Quality of Care" in June

1992.

Born in 1932, Elspeth Howe was educated at Bath High School and Wycombe Abbey. In 1985 she obtained a BSC in Social Science and Administration at the London School of Economics, and in 1990 was awarded an Honorary Degree of Doctor of Laws by London University.

Voluntary work after the birth of her first child included 20 years as Chairman of an Inner London Juvenile Court, membership of the Parole Board, and the London Education Authority; also membership of the Lord Chancellor's Legal Aid Advisory Committee, his Advisory Committee for the Appointment of Magistrates in Inner London, and the Briggs Committee on the Nursing Profession.
