Briefing on human rights in Hong Kong

May I take this opportunity to congratulate you on your appointment as Governor of Hong Kong.

I am sure the years leading up to 1997 will prove to be immensely interesting and challenging.

As you will know, Amnesty International has a range of concerns about the human rights situation in Hong Kong including the human rights safeguards in place after 1997, the status of the death penalty and the Vietnamese asylum-seekers. Representatives of the British Section of Amnesty International and our Secretary- General, Ian Martin, would very much welcome an opportunity to meet with you before you take up your post in Hong Kong to brief you more fully on these concerns. We would also welcome an opportunity to brief you, for your own information, on the human rights situation in China, although we recognise the

opportunities you may have for making representations limited.
