1. I attach a letter to me from the Head of the London office of the Office of Members of the Executive and Legislative Councils in Hong Kong (OMELCO), Alistair Lang. Mr Lang seeks a meeting with Mr Patten. I think that before he leaves for Hong Kong, it would be a good idea for Mr Patten to pay a visit to the OMELCO office. This should come after a visit to the Hong Kong Government office. OMELCO are the (officially funded) support structure for the unofficial members of ExCo and LegCo. The organisation has come to be Baroness Dunn's powerbase, and may not survive much longer, given that many members of LegCo would prefer to distance themselves from the Hong Kong Government, and therefore from ExCo. But for the moment, the Office does useful work, mainly in arranging visit programmes for members of ExCo and LegCo visiting the UK, and also some lobbying of Parliament and the press.
2. The other quasi-official Hong Kong office in London which I think the Governor-Designate ought to visit is the Office of the Trade Development Council, run by Mr Joseph Lee. Their task is essentially export promotion. They are a highly effective and slick operation. Baroness Dunn was Chairman of the TDC up until very recently. She has now been replaced by Mr Victor Fung, who is one of the younger rising lights in Hong Kong, and a potential future member of ExCo. Joseph Lee does good work in London, and it would be a nice gesture to visit the office, perhaps some time in June.
