When I saw Mr. Patten last Wednesday he said that he was contemplating giving a farewell party for about 200 friends and colleagues.

a pleasant and convenient venue but cannot accommodate the numbers (max. approx. 60)
Grafton Street
cannot really accommodate more than 100 comfortably
Durbar Room
convenient and no accommodation problems
If Mr. Patten feels he would wish to entertain in HKG premises, then I suggest two parties, of 100 each, at Grafton Street. If, however, this is not a factor, then the Durbar Room would seem the best choice.
