to let you have information on
Hong Kong rules and regulations on acceptance of
c.ccular
I attach the relevant Civil Service Branch and the Acceptance of Advantages (Governor's Permission) Notice 1981. Both are being updated. They apply to all civil servants under the Crown. Since Mr Patten will be the Crown in Hong Kong, we believe that strictly and legally speaking they may not apply to him! However, he will no doubt wish to follow the spirit of the circular, as his predecessors have.
In practice, we have hitherto used the handling gifts to
following procedures
Governors :
(a)
(b)
(c)
All perishable
in
and consumable items (e.g. flowers, wine, food) may be enjoyed by the Governor and his family.
Any
other items which the Governor decides that he might like to keep for his own use are sent to the Treasury, which arrange for their valuation by the Government Supplies Department. The Treasury then Government House of their estimated value.
If the Governor wishes to buy the gift at that price, he makes out a personal cheque to the Hong Kong Government.
