Congratulations on your appointment as the 28th Governor of Hong Kong. You take up your duties at perhaps the most important time in the colony's history. All Canadians, and especially those with family ties to Hong Kong, are following the evolution of the colony very closely.

I hope that you will be able to visit Ottawa this Fall as part of Hong Kong's festival in Canada. The visit would provide an excellent opportunity to reinforce the strong linkages between Canada and Hong Kong and reaffirm our mutual faith in the importance of democracy to a prosperous and stable future for the people of the colony.
