The Prime Minister of Canada, the Right Honourable Brian Mulroney, has asked me to transmit to you the attached letter.

May I take this opportunity to congratulate you on your appointment as Governor of Hong Kong and to wish you success in your new assignment.

Canada has a strong interest in the future of Hong Kong due to extensive economic ties and the large and increasing number of Canadians of Hong Kong origin who maintain important links with Hong Kong. As such, Canadian officials have been working very closely with officials here and in Hong Kong to support the efforts being made to ensure a smooth transition to 1997 and beyond. I hope, therefore, that we can meet to discuss your views on the future of Hong Kong. I understand that a meeting has been scheduled, subject to your approval, for 16:00 hrs on Tuesday, June 30th by officials in our respective offices.
