IV. THE FUTURE ECONOMIC DEVELOPMENT OF THE ANIES
The above analysis has sketched out the major issues in Asia Pacific economic
restructuring and the environment within which the ANIES thrive. Within this
framework, the future economic development of the ANIES will have the prime
objective of transforming their economic structure from manufacture based to
manufacture and services based. Considerable emphasis will be placed on the
development of technology-intensive manufactures and services. Human resources
development and technological capability will be crucial determinants for growth.
1. Future Industrial Development of the ANIES
A. The Direction of Industrial Development
It is anticipated that the industrial structure of the four Asian NIEs will develop in
four distinct and inter-related directions: (1) the development of new industries, (2) the
development of heavy and light industries, (3) the development of
concurrent
supporting and linkage industries and (4) the export of complete plants.
The developments of the information industry, which comprises
manufacturing of computers and telecommunication
mainly the
equipment, and biotechnology,
which refers to the techniques used by scientists to manipulate living organisms to
produce useful products and services, have been going on for some time. Concurrently,
we observe two "newer" industries gaining their importance, namely material science and
artificial intelligence. The development of new materials is very new to the Asia Pacific
