Everyone in Hong Kong has a right to good quality public

housing at reasonable prices, to medical treatment and to

care when they are elderly. And we must give high priority to protecting the environment.

Hong Kong has long had the reputation of one of the

safest of cities, thanks to a first-rate police force. For

that reason, the recent upsurge in violent crime is all the

more shocking, and all the more unacceptable. The police

will have my full support in doing what is necessary to

tackle this problem, working closely with the Chinese

authorities.

These, and many other issues, will demand attention in the years ahead. I take up my responsibilities today

conscious that we are building not just for the next five years, but for the next fifty-five. My wife and I dedicate ourselves to putting every ounce of our energy into accomplishing that goal.
