All we are asking of the British and Chinese governments is to faithfully implement the Sino-British Joint Declaration, a document negotiated without our participation. The 1984 accord promised to give Hong Kong "a high degree of autonomy" and we are asking for just that.
We anticipate that the Special Administrative Region (SAR) Government will come under tremendous pressure from Peking. By having an elected government and legislature, we hope the SAR administration will adopt policies which are sensitive to the wishes and aspirations of the Hong Kong people.
Another area which requires your urgent attention is human rights. Last June Legco enacted a Bill of Rights (BOR) which incorporated many provisions of the International Covenant on Civil and Political Rights. I share the concern of local human rights activists that many Hong Kong laws are possibly in breach of the BOR and need to be amended or repealed. The Hong Kong Government only decided to review six draconian laws and leave the rest to the courts. This is a cavalier attitude which one does not expect of a responsible administration.
I am sure you understand that it takes a long time to review laws but time is running out for the colony. We do not know how the SAR Government will be constituted, let alone how it will behave. It would be a great tragedy if the British Government were to leave behind draconian laws which the SAR can invoke to suppress the Hong Kong people.
The third area is British citizenship. I deplore Parliament's decision
decision in the 1960s to take away the full British citizenship of the Hong Kong people. The decision to give British citizenship to 50,000 "key" Hong Kong people and their families after the 1989 Peking massacre was woefully inadequate. I certainly do not think the passport issue is closed and I believe the Hong Kong people can look to the future with full confidence if they have somewhere to go if things do not work out after 1997. Whatever you can do for us in this difficult area will be deeply appreciated.
