I attach the provisional dates for meetings of the next session of the Legislative Council that have been agreed between the Chief Secretary and the Deputy President of LegCo. I would be grateful if you would confirm that Mr. Patten is content that the date of the first sitting, when he will deliver his address to LegCo, should be on 14 October.
The only implications for Mr. Patten's programme relate to his scheduled visit to Canada, and possibly the US, in the following week (beginning 19 October). It is possible that he may want to visit London at around this time, perhaps with members of ExCo. If so, it would make sense to link this to the Canada/US visit. This would mean either leaving Hong Kong immediately after his LegCo address and having two working days (Thursday and Friday) Oct 23 in London before going on to Canada and the US; or else doing Canada and the US first and then going on to London. This would allow him to, spend more time in London, provided that he did not mind being out of Hong Kong when non-official members of LegCo debate his address on 28-29 October (the Chief Secretary does not think this is a problem).
