YOHZ INAUGURATION SPEECH BY THE RT HON CHRISTOPHER PATTEN
1.
I attach a revised draft of your inauguration speech along the lines that you dictated on Monday. It
incorporates a number of comments from Mr Ricketts; where I
have not incorporated his comments as yet I have indicated
with square brackets. The paragraph on trust, for example, Mr Ricketts has misgivings about it on the grounds that
there never has been trust in this relationship and it would be naive for you to put creating it at the heart of your approach to China. He would prefer a paragraph expressing your hope to create a good working relationship with China.
2. Mr Ricketts was also concerned not to go over the top with the adjectives on how wonderful/remarkable a place Hong Kong is: on the grounds that it will be a formal occasion
with the audience made up of people who have lived in Hong
Kong all their lives. So I have toned down my draft of last night a little.
The peroration is not quite right. I am still checking
out the scriptures regarding the 'city on the hill'.
