I am directed by the Secretary of State for Foreign and Commonwealth Affairs to confirm that Her Majesty the Queen has been pleased to approve your appointment as Governor and Commander-in-Chief of Hong Kong in succession to Lord Wilson GCMG.

As you know, a Governor holds office during Her Majesty's pleasure. In this case the expectation is that you would serve until 30 June 1997. Arrangements will be made for the issue of your Commission before your departure for Hong Kong.

The emoluments of the office are at present as follows:

(approx £140, 160 pa)

The Hong Kong Government have proposed an increase of around 11.17% which would be back dated to 1 April 1992 if approved.

Entertainment

(approx £ 33,600 pa)

(approximate rate of exchange: HK$13.7 = £1)

These are paid directly by the Government of Hong Kong and are tax-free. The Governor's salary is adjusted annually with effect from 1 April and is based on 125 per cent of the salary of the Chief Secretary. The Hong Kong Government will offer an advance of one month's salary, repayable in six instalments. This advance may be taken one month before departure from the United Kingdom.
