You and your colleagues in the Hong Kong Democratic Federation commissioned the Electoral Reform Society to send a delegation to the territory "to assist
in the development of greater democracy in Hong Kong".
The delegation's agreed terms of reference were:
To meet appropriate organisations and individuals, to take evidence on matters relating to representation and elections, and to prepare a report.
We were in Hong Kong from 27th January 1991 to 1st February 1991 and were enabled to meet a broad cross-section of opinion. We should have liked to have had the opportunity to hear and to discuss the opinions of the People's Republic of China but, despite invitations to its representatives, this did not prove possible. Otherwise our arranged meetings covered the widest possible spectrum. In addition we met everyone who asked to meet us.
We have the honour to present our Report.
