Problem
1. The extra costs of Mr Patten and his family travelling to Hong Kong via Singapore.
Recommendation
2. That the Minister should decide whether:
(a) we should ask Mr Patten to pay for his family's extra
costs (£2664); or
(b) we should meet these from official funds.

Background and Argument
4. The FCO pay the travel costs of the Governor and his
family at the beginning and end of his posting. The First Class air-fare London to Hong Kong is £1,792 per person, so
the total cost for Mr and Mrs Patten and their children
would be £7,168.

However it would not be reasonable to expect the
Governor to travel directly to Hong Kong and face the
immediate welcoming and inauguration ceremonies, and
meetings with senior advisers etc particularly as this will be the hottest time of the year. Mr Patten has
