Two requests: to visit the Junior Police Call summer camp on 12 August and the Beating Retreat ceremony on 12 November. Both of these are regular annual events which the present Governor (or Deputy in his absence) have always attended. The Beating Retreat ceremony is I think self-explanatory, and a fairly major event here: a sort of local version of the Edinburgh Tattoo and also partly a charity event. I attach a letter which outlines what Junior Police Call is and what the visit would involve. We recommend accepting both.

We have received requests for Mr. & Mrs Patten to attend the St. David's Society Ball on Saturday, 27 February 1993 and the Administrative Service Association Ball on Friday, 19 or Friday, 20 March 1993. Both are a long way ahoad, but those involved nood to make bookingo well in advance. The Governor has always attended the annual Administrative Service Association Ball and I would strongly recommend that Mr. Patten continue this tradition. The Administrative Service is the "fast-stream" of the Hong Kong Government, from which almost all Branch Secretaries and a large number of other Directorate Officers in the Government Secretariat and some Departments are drawn. As for the St. David's Society Ball, the present Governor's practice was to attend the St. Andrew's Society Ball each year (because he is Scottish) and one of the other Societies each year. on thic bacic, noxt yoar would be the turn of the St. Patrick's Society. We would therefore recommend that the St. David's invitation be declined. Grateful for guidance.

Official Visitors
Mr. J.M. Stewart CB, Second Permanent Under Secretary of the Ministry of Defence, who is among other things Chairman of the Office of Management of the Budget in MOD, will be visiting the British Forces in Hong Kong at the end of September- The present Governor would normally agree to meet such a senior official in a Ministry with which we have regular contacts.
The Royal Navy "Orient" task group will be deploying in the Far East this summer. The Commander, Rear-Admiral Brigstocke, will be in Hong Kong from 13-18 August. The present Governor would have agreed to a courtesy call from the Admiral.
