As regards their expectations of the new Governor, most respondents hoped that Mr

Patten could bring solutions to Hong Kong's internal problems such as inflation, law and order, and democratic development.

Some respondents hoped that with his skills in leadership and political experience, he could balance the different voices within the Legislative Council. Some respondents pointed out that although Mr Patten possessed relatively little knowledge of Chinese and Hong Kong affairs, he might be more able to listen objectively to views from all sides in his endeavour to ensure Hong Kong's stability and a smooth transition.

Respondents in general welcomed the proposed study led by SPEL to identify means to introduce housing relief for Hong Kong's middle-income groups.
