Thank you for your letter of 23 April to the Prime Minister about Mr Patten's salary as Governor of Hong Kong. I have been asked to reply.
First let me say I am very sorry that you have recently lost your husband and are in financial difficulties. I can appreciate that you must be very upset.
The salary and allowances which Mr Patten will receive as Governor are all decided by and paid for by the Hong Kong Government. The United Kingdom Government, and UK taxpayer, makes no contribution to these whatsoever. Mr Patten will have one of the most difficult jobs in public service. He will be head of a major administration in a territory, with 6 million people, which is the tenth largest trading economy in the world.
I hope these facts will explain the position to you though I appreciate they will not ease your sense of loss or pain.
