The Governor's view is that there is no problem about Mr. Patten listening to any views that Amnesty might wish to put to him, but that he would be well advised not to make his own views known before he actually arrives in Hong Kong. I understand from John Morris that this is very much the line he proposes to take if he agrees to see Amnesty.
