/ 1. I attach a first draft of a paper for Mr Patten on the
critical path for key decisions in the first few months of his Governorship, and an analysis of where Chinese "break- points" are likely to lie.

I should be grateful for comments by close of play on Monday 18 May. I am also sending a copy by fax to the Governor, Mr Galsworthy and Sir Robin McLaren for their comments. I aim to get a final version of the paper to Mr
Patten before the end of next week.
