CONTRACT GOVERNORS OF DEPENDENT TERRITORIES

1. As you will know, some of the governors of our Dependent Territories are career DS officers and others are contract officers. Because of PPD's responsibility in general for appointing contract officers throughout the FCO, we and PMD have agreed that PMD will deal with the appointment of DS governors and PPD with that of contract officers.

2. Work on three current high profile appointments Hong Kong, Bermuda and Gibraltar - suggests that geographical departments are not sure of departmental responsibility within the Administration. Could I, therefore, confirm that PPD is responsible for preparing letters of appointment for contract governors. It is important that we get these right particularly when the appointee is a prominent public figure. Because the terms and conditions of service can also depend at least in part on those offered by the government of the DT concerned, we also need to consult governors' offices or their deputies for details. All this takes time,

3. Could you, therefore, ensure that you bring PPD into the appointment process as soon as possible in each case so that we can start our work. Please also bear our interest in mind if you propose changes to other issues affecting a governor's appointment or work. I gather, for example, that there may be significant changes to Colonial Regulations, to which governors letters of appointment generally refer.
