arrived in Hong Kong before 29.10.91.
ORP will work in parallel

voluntary
scheme.
Long been apparent that we need both. We and the
Vietnamese Government are aiming to return as many people
as possible under the voluntary scheme.
Note.
It
is important that references to
mandatory or forced repatriation be avoided. We should
also avoid giving the impression that this latest agreement
will lead to a massive expansion of the non-volunteers
programme.
