The Chairman's views on the captioned issue was tabled at the meeting.

Mr Lam Wai-wah felt that the successor should be able to carry out the joint declaration fully and should place the interests of Hong Kong citizens in the top priority when deciding affairs relating to Hong Kong. In determining the choice of the successor, the British Government should fully consider the views of the Hong Kong citizens.

Mr Wong Kwok-keung was concerned that the political structure should be smoothly transmitted to 1997.
In this case, the successor should be able to adhere to the joint declaration and could establish a democratic political environment in line with the Basic Law for smooth transition to 1997.

Mr Ting Yin-wah felt that the successor should not be filled by a politician who would sacrifice the interests of the Hong Kong citizens. He also felt that there should be a deputy governor filled by a Chinese to assist in the work towards smooth transition to 1997. He praised the current governor as being democratic and open-minded. In this respect, his successor should also possess such qualities for the well being of Hong Kong.

The Board agreed that the above views would be sent to the British Government for consideration.
