Some respondents

urged the UK Government to make an announcement early so as to

put a stop to the speculation and rumours that seemed to be centering around personalities related to the recent elections. They did not expect that the new Governor would bring any changes to the present relations with China but hoped that he would focus on internal problems such as inflation, soaring property prices and law and order. Many of respondents hoped that the new Governor would do to improve the livelihood of the sandwiched classes. Ensuring Hong Kong's stability over the next five years was also essential.

Some respondents said that the Governor's agreement to forego its share of dividends from the Mass Transit Railway Corporation

way for the construction of the airport railway, as well as the equity injection and land grants, were terms

that were excessively favourable to the MTRC. Nevertheless, they were still worried that the high construction cost would eventually have to be borne by the people of Hong Kong in the form of increased fares for the railway or tax increases.

There were on the other hand some respondents who supported the building of the railway, pointing out that the idea of using bus services as the major connection between the airport and the urban areas was out-dated and could not meet future demands. They however agreed that both the construction cost and financial situation of the MTRC should be kept under close supervision by the Government.
