Mr Cornish's submission of 29 April was discussed. Patten was content to meet the press for non-substantive photocalls and in-depth family profiles with SCMP, but was unhappy about the suggestion that he should discuss policy at all in public before taking up his post. He would also prefer to do the press conference on his arrival in Hong Kong rather than on departure from London. Sir John Coles agreed; we had a policy on the main issues and all that could be done would be to repeat this policy. Any suggestion of ventilating "early ideas" could make this very uncomfortable for the Governor. Mr Patten said there were a number of excuses which could be employed: he was not the Governor yet; he was reading himself in; he was still Chairman of the Conservative Party; and there would be lots of access after his arrival.

2. Mr Patten said that he would like a critical path analysis of the sort of decisions that would have to be taken and the sequence for taking them over the next 12-18 months.
