Ambassador Ma will pay a courtesy call on Mr Patten this afternoon. I doubt that the Ambassador will raise questions of substance. I suggest Mr Patten draw on the following general themes:
- The importance of working with the Chinese government in order to achieve a smooth transfer of government in 1997. Our joint objective to reduce mistrust and improve practical cooperation in the interests of Hong Kong.
Looking forward to continuing the excellent working relations my predecessor enjoyed with Chinese officials particularly Mr Lu Ping (Director of the Hong Kong and Macao affairs office of State Council).
- Hope that I will be able to renew acquaintance with China before too long after my arrival in Hong Kong.

Importance of the role of Chinese Embassy in London in keeping Peking aware of the views of the British Parliament and people. Strong support here for Hong Kong to continue its existing way of life as envisaged in Joint Declaration and Basic Law. Also growing awareness of links between Hong Kong and Southern China.

It is possible that the Ambassador will raise the question of the proposed US Hong Kong Policy Act (The McConnell Bill). I attach a line used recently by Sir J Coles with the Ambassador. I also attach a brief CV on the Ambassador. Mr Ma is generally helpful on Hong Kong matters. He certainly seems to see his job as promoting closer Sino- British understanding, and therefore does what he can to minimise friction over Hong Kong.
