Each year we

review the possible threat to internal

security in Hong Kong. In this paper we take a fresh look at

the threat in the light of developments since the last review in

September 1991.

Threats from external sources, other than China and

Taiwan, including all forms of armed aggression and international terrorism, fall outside the scope of this paper.

Historically unrest in Hong Kong has been:

politically inspired by supporters of the Chinese

Communist Party (CCP), as in 1967, or the Kuomintang,

as in 1956;

exploited by Triad Societies as, for example, in 1956

and in the taxi riots of 1984;

a demonstration of public

dissatisfaction with an

aspect

of social or political change, such as provoked

the "Star Ferry" riots in 1966; or

the result of an escalation of emotions arising from

some small incident at a large public gathering such

as a football match or a major festival.
